Caregivers Program
As a caregiver, you can apply to come to Canada either to work temporarily or transition to permanent residence. Recent changes to the Caregiver Pilot Programs have made it easier for caregivers to qualify for permanent residency, with new pathways and reduced work experience requirements.
Occupation-Restricted Open Work Permit
Once your application is approved, you will receive an occupation-restricted open work permit, which allows you to:
- Work as a home child care provider (NOC 44100) or home support worker (NOC 44101), depending on the pilot you applied to.
- Work for any employer offering a job in a private home setting, excluding institutions like daycares or nursing homes.
- Change employers without needing a new work permit or job offer.
- Bring your spouse (who may apply for an open work permit) and dependent children (who can apply for study permits) to Canada.
Key Updates to the Caregiver Program
- Reduced Work Experience Requirement: Caregivers now only need 6 months of qualifying work experience (previously 12 months) to qualify for permanent residence.
- Gaining Experience Category: Eligible work experience from both inside or outside Canada will now be accepted if it was gained within the 36 months before your permanent residence application.
- Submit Proof of Work Experience: If you’ve already applied and now meet the required 6 months of work experience, you can send proof to IRCC to proceed with your permanent residence application.
Social Insurance Number (SIN)

To work in Canada, you’ll need a Social Insurance Number (SIN), which is necessary for employment and accessing government benefits. Apply for your SIN as soon as you arrive in Canada by visiting a local Service Canada office.
Work Experience Required for Permanent Residence
To qualify for permanent residence, your work experience must meet the following criteria:
- Eligible NOC: Your work experience must be in either NOC 44100 (Home Child Care Provider) or NOC 44101 (Home Support Worker). You cannot combine work experience from both NOCs.
- Match Job Description: You must perform most of the main duties outlined in the relevant NOC job description.
- Timeline: Work experience must have been gained within 36 months before your permanent residence application and can be from Canada or abroad.
- Duration: You need a total of 6 months of full-time work experience (minimum of 30 hours per week). You don’t need to work for 6 consecutive months, but the total must equal 6 months.
- Authorized Work: Canadian work experience must have been authorized under a work permit or public policy.
Important Notes:
- Any work done while you were a full-time student or for a business employer (outside of caregiving in a private home) does not count toward your work experience.
- You must provide proof of your work experience within 36 months after your work permit is issued.
How to Submit Proof of Work Experience
Once you’ve accumulated 6 months of qualifying work experience, follow these steps to submit proof to IRCC:
- Complete Schedule 19b: Home Child Care Provider or Home Support Worker – Work Experience Form (IMM 5910). This form can be signed digitally or by hand.
- Submit the form along with your supporting documents via IRCC’s web form. Choose “In-Canada Permanent Residence” under the type of application/enquiry.
Additional Considerations
Once IRCC receives proof of your work experience, they will make a final decision on your permanent residence based on:
- Whether your work experience meets the requirements.
- Your continued admissibility to Canada, including updated medical exams and police certificates, if required.
