Provincial Nominee Program

Migrating to Canada through the Provincial Nominee Program allows provinces and territories to nominate individuals who meet their specific labour market needs. PNP is ideal for candidates who want to settle in a particular province and may not meet the federal Express Entry requirements.

How It Works

You can apply directly to a province or get nominated through Express Entry. Each province has its own nomination criteria and streams that target workers with in-demand skills.

Eligibility for Express Entry

To qualify, applicants must meet the minimum criteria in one of the three programs:

  • Federal Skilled Worker (FSW)
  • Federal Skilled Trade (FST)
  • Canadian Experience Class (CEC)

Key Requirements

  • Education (foreign credentials must be assessed by Canadian authorities)
  • Work experience
  • Language proficiency (English, French, or both)

Comprehensive Ranking System (CRS)
Points are awarded based on factors like Core Human Capital, Spousal Factors, Skill Transferability, and Additional Points, with a maximum score of 1,200. Tie-breaking rules help select candidates for Invitations to Apply (ITA) within biweekly cut-offs.

Streams:

  • Employer Job Offer Category:
    • Foreign Worker Stream: For individuals with a job offer in Ontario in a skilled occupation (NOC 0, A, or B). No requirement to be in Canada at the time of application.
    • International Student Stream: For international graduates from a Canadian institution with a job offer from an Ontario employer.
    • In-Demand Skills Stream: Targets workers in high-demand occupations such as construction, agriculture, trucking, and personal support. Applicants don’t need to meet NOC 0, A, or B requirements.

 

  • Human Capital Category:
    • Ontario Express Entry – Human Capital Priorities Stream: For candidates in the federal Express Entry pool with work experience, language proficiency, and education matching Ontario’s labour market needs.
    • French-Speaking Skilled Worker Stream: For Express Entry candidates who are proficient in both French and English.
    • Graduate Streams: Focuses on international students who have completed a Master’s or Ph.D. degree from an eligible Ontario university without needing a job offer.

 

  • Business Category:
    • Entrepreneur Stream: For individuals looking to start or acquire a business in Ontario. Minimum net worth and investment requirements vary by location (e.g., higher for Toronto and lower for other regions).
